Which car rentals don't charge addt'l fee for a spouse?

My husband & I take turns driving so we're interested in a rental car company that doesn't charge for the spouse. In the past we have used Alamo & Dollar but I believe their policy has changed, where the spouse is now charged as an addtl driver. The only one I know that still doesn't charge a spouse is Budget. Anyone know of any others?
There are a bunch of Alamo ID numbers out there that include an additional driver for free. 7014627 is one of them, from Costco (I've never been asked to show my card, and in fact just use the kiosk to bypass the folks at the counter all the time).

Thanks for the helpful info! I didn't know about being a member of Alamo's insider and not being charged for the 2nd driver! That would be a super help since they do have some decent rates!

But with Alamo Insiders, you can check in 24 hours in advance and go straight to garage and not deal with those people. I was boycotting them for awhile too.
Sarah: It looks like, if you have coupons or vouchers, you cannot check in on line. Has anyone had a problem using coupons with 24 hours on line check in?
I usually use one of the insider coupons that they have on the website.
Some coupons won't let you use the online check-in, others do. Even if you can't check in online, you can use the self-service kiosks at the rental car facility to get your paperwork and be on your way without having to deal with the people at the desk.

Of course rental car companies are not going to volunteer this info, especially if they can get you to pay the additional driver fee, but for rentals within the states of California, New York, and Nevada the renter’s legal spouse is considered an Authorized Operator, and with permission from the renter, may operate the vehicle.

AVIS doesn't charge for a spouse anywhere in the US.
From their website FAQs, under Requirements for Renting, Can someone else drive the car that I rent?

The following individuals, if 25 years of age or older and in possession of a valid driver's license, may drive the car with the renter's prior permission:
•Renter's employer (while on company business);
•Renter's fellow employee (while on company business
•Renter's spouse or life partner.

The above additional drivers are considered "authorized drivers" and need not be present at the time of rental, nor do they need to sign an additional driver form.

I haven't verified, but I believe Hertz Gold and National Emerald members also don't get charged for a spouse.
