It's my understanding that it really, really depends on where in the city you are. I believe that the west and south sides are much more dangerous (and poorer; no doubt, a causal relationship exists), and the east and north are much nicer and safer. As with many cities in the West, the closer you get to the mountains and the higher in elevation, the nicer the neighborhoods are.

 

Of course, the degree to which the residents of the "upscale" parts of a city can insulate themselves from the "downscale" parts varies--but in ABQ's case, there is a physical barrier--the Rio Grande. I've been told that a good rule of thumb is to be east/north of the river.
