As far as NYNY: The man attempted to flee the room with several wallets. One of the tourists chased him and pushed him.

The man hit his head on an elevator door and passed out.

I think the most likely scenario is he was killed in the room after an argument and they moved the body to where it was found. This incident is not something a regular tourist needs to worry about. The stabbings are another story. Fortunately no shots have been fired so far.

It's the next building behind Bill's. I'm pretty sure the parking lot is owned by Bill's(Caesars) and I can't believe you're using the width of a street as an argument against it being right behind. Whether it's right behind Bill's or not isn't the point. The point is that it's a place where many tourists are every day and night. They walk back and forth from the Westin, Eillis Island, and other places. Also, many tourists use the liquor store there.

Dude, I'm just sayin'. "Right behind Bill's" is confusing. And the next building behind Bill's is that grocery/liquor store!! "Across Flamingo from Bally's sportsbook, near (facing?) the Westin," would be more descriptive.

There are many forms of homicide other than murder. Vehicular manslaughter would be an example. In Western European society, it is considered wrong to cause the death of another person, and by doing so, one becomes subject to a tribunal.
Might just be the wording - homicide would be death caused by another. Murder would be a "crime".
homicide: 1. the killing of one human being by another. From the Latin homicidium ; < homo- + -cidium ; i.e. man + act of killing

If the thief was running away, then the victim's life was not in danger, thus no reason to use deadly force.
