Likely the same group that band tobacco sponsorships will try to help again.

Tobacco companies agreed not to sponsor motorsports in the US in order to pay less civil and criminal damages for marketing poison to children.

No one "band" tobacco sponsorships, the companies agreed to stop.
NASCAR has spent tons of money to make it as safe as possible. Not many injuries considering how dangerous it is.
Yes, we all know Dale Sr. Was killed.
Having fans injured will not be taken lightly.

Big Tobacco's retreat from motorsports advertising in the US came via numerous settlements. For example, pages 7 and 10 of the Smokeless Tobacco Master Settlement Agreement, which absolutely banned the United States Tobacco Company from

Sponsorship of a single national or multi-state series or tour (for example, NASCAR (including any number of NASCAR races))

Some small tobacco manufacturers were not party to the settlements. For them, the FDA did finally institute a complete ban in 2010. But by then, the war had long been won, through settlement.
