So last year at least 423K insured persons were, in fact, not eligible and were insured and likely received subsidies anyway. So, DonDiego was accurate in decrying fraud last year. And he would not be surprised if there's some fraud this year too.
But, then again as Hillary used to say: "It's for the children" or wait, . . . was it "What difference does it make?"?.
