Good law.
Makes it much easier for police to get rid of homeless beggars who incorporate animal abuse into their begging tactics. Rather than make a cop hang around waiting for abuse, the law defines it as abuse to bring a pet to the strip, where no pet should ever be. So if a cop sees a non-working animal pet on the strip during the 17 hour ban, they can just deal with the situation immediately.
Having a seven hour morning exception also gives responsible pet owners some liberty to take the pet out on the strip during the quieter hours if need be. That really should never be necessary, but it's probably wise to accommodate some exception.
