No.
Mayor Nagin was the leader of The City of New Orleans. He ordered the evacuation of the city the day before Hurricane Katrina made landfall, . . . and 2 days after all the school busses had all been safely parked. And 1 day before the school busses were no longer available.

Not surprisingly, the Mayor escaped blams for that. It was after all "Bush's fault !"
Well after a number of Nagin Administration figures and city-contractors had already pleaded guilty or been convicted in a public corruption scandal, . . . a federal jury in February 2014 convicted Mr. Nagin, a Democrat, of 20 counts including bribery, conspiracy, wire fraud, money laundering and filing false tax returns following a trial in which prosecutors accused Mr. Nagin of trading city business for cash, trips and favors.
Although federal guidelines suggest a 15 year sentence, Mr. Nagin got a 10-year sentence, as the judge noted he was a devoted family man.

Oh, . . . since forkushV neglected to provide a reference, here's the report to which he referred:
Public Officials' Corruption
Just as forkushV, DonDiego always turns to the University of Hong Kong for research on American misbehavior. He awaits a similar study on corruption in American
cities, the subject of this thread; he does not expect to see it before he is dead.
