Audit: Vegas cab drivers taking roundabout routes overcharged passengers $15M on airport trips


LAS VEGAS (AP) -- Clark County taxicab drivers taking tourists on the scenic route to and from the airport overcharged their passengers an estimated $14.8 million last year, according to a legislative audit released Monday.

The report said the state Taxicab Authority needs to do more to prevent these roundabout rides, which are meant to run up the meter and accounted for 22.5 percent of the 2,730 airport trips that auditors reviewed.

"Taxicab trips are often the first and last experience tourists have in Las Vegas," auditors wrote. "Therefore, long hauling may result in tourists having a negative experience."

Officials with the Taxicab Authority, which oversees the 16 cab companies in Clark County and their estimated 9,000 drivers, were not immediately available for comment on the report Monday morning.

The report said the authority had not audited individual taxicab companies for more than 3 1/2 years, making it difficult for the authority to assure companies are following the law. State auditors said more than half of the 600 driver trip sheets they reviewed didn't have the proper time stamps that would ensure drivers aren't working too many hours and taking to the roads while fatigued.

While the Legislature allocated more funds in 2003 so the Taxicab Authority could audit the cab companies, authority managers were assigning staff members to other tasks instead of audits, the report said.

Auditors also recommended the authority keep better tabs on its inventory of medallions — the metal plates that authorize a taxi to operate. One company received an extra medallion and kept it for about 14 months, the report said, while another reported two-thirds of its medallions had been lost or stolen since 2006.

Each permanent medallion generates about $190,000 in gross revenue each year, officials said.

Sloppy records could allow taxi companies to gain an unauthorized share of the market, and make it difficult for Taxi Authority board members to determine whether they should authorize more cabs on the road.

Having too few medallions means passengers would have to wait too long for their ride, while having too many leaves too little work for drivers and encourages them to long-haul to make up for lost revenue, the report said.

The Taxicab Authority is required to respond to the audit with a plan of action by July 17. It's also required to follow up with a six-month progress report by Jan. 17.
They should take that $15M and remodel "the tunnel"!
They should "flat rate" the trips to and from the airport. This would stop all the bullshit these drivers do to make extra money. I was a cab driver about 20 years ago. I made good money. Sometimes, using a longer route that has less traffic makes the trip quicker. If they know one route is jammed up, they should go another way but ripping off the customer is wrong. If I know one way is blocked, I took the longer way but charged the passenger the normal rate.

If you would try taking the Bell Limo's from the airport, they wouldn't have these problems. Flat rate to and from the hotels.

When I was in Canada a year and a half ago, they had a flat rate to the airport.

In fairness to the cab drivers in Vegas, flat rates should be for various areas for airport transfers. In other words it takes more time and distance to drive someone to the Wynn or the Stratosphere than it does to take someone to the MGM or Tropicana. It would be great if there were two or three flat rates depending upon which hotel you are going to from the airport.

That's what I ment. Each hotel should have it's own flat rate to and from the airport.

IF I'm not mistaken, Vegas cab drivers do not "lease" their cabs as in other municipalities. They only earn a percentage of the meter, plus tips. In 2009 and earlier, it was in the 30-50% (max) range, and some had to pay fuel. Owners of the medallions/cabs are also not allowed to drive them.

I "hacked" in my younger years, under both systems. Working commission tended to reduce my earnings.

In the Fort Lauderdale, Fl area, "leases" (12 hours daily) run over $500/week, plus fuel. Keep whatever you earn. That's a big nut to crack.
Got into Vegas early Tuesday morning (01:30), walked over to the airport shuttles and looked like it would be awhile before anyone of them would be leaving..screw it, take a cab. Got into the cab and told him to take me to the Golden Gate. Then I told him very plainly, " Don't even think about taking the tunnel or the interstate; Swenson to Paradise, and you know the rest of the way." The driver turns around and says. "Oh, been to Vegas before?" I told him.."You bet your ass." I'm all for a flat rate fare..would stop a lot of the cabbie abuses on unsuspecting tourists.


Glasses can affect your vision; especially when they have been emptied several times......

Not only would a flat fare stop this, it would be in the driver's best interest to take you the route with the shortest time so he can get his next fare that much sooner.
Typical of what happens when government picks and chooses who gets to be in business. Even moreso when the crooked politicians of Clark County are involved.
