Your question presupposes that there is anyone justifying these shootings, so your question is really dishonest. A much better question is what is causing this much rage.

Read what Republican Senator Tim Scott had to say about his multiple experience with profiling and tell me you wouldn't be furious.

I chuckle when Forkie claims "enlightenment" while arguing that when searching for an Italian mafia member, that we should search all people with equal vigor, including the blue haired and blue-eyed 90 year old woman.

Enlightenment is not the word that comes to mind for me.
