Apparently The Flash was out-and-about on Halloween Night:

We probably walked right past each other. The Container Park was packed and they blocked off both Fremont and Carson Streets for several blocks. I had a helluva time figuring out how to get back to the El Cortez parking garage....and I had to show them my room key to get in. I've never seen that many people downtown.

We went last year and it was doable. Didn't go this year. If in the mood for a crowd and freak show recommend. Otherwise, no. The strip will have a tamer freak show with people in costume, but not as crowded. I usually take a walk somewhere of a weekday or meet friends if weekend. For adults only, Halloween is fun in Vegas, if no kids. Trick or treat for kids. Not so much.

I looked through multiple videos of the 2016 October Halloween fest. You Tube.
I didn't see anyone that I could ID, there.
The difference between the buskers and the tourists were that the out of town people in costumes were walking.
Some clever costumes,for sure.
It was fun to watch!
Some were in character.Some just wanted to walk faster.

I always enjoy it for a few hours.
And I stay downtown so when it gets overwhelming I have somewhere to retreat to.
