Favre was the one that was non committal and wouldn't tell the Packers his intentions. He screwed himself.
Farve did tell the Packers he was retiring.He later changed his mind and expected them to just take him back.The Packers did what any good organization would do,they moved on.Farve had his ego bruised and could'nt handle it.
