any idea how much I should expect to pay for a cab from airport to Orleans? or, would a city bus ride be easy enough?

A city bus ride would not be easy, it'd require a transfer somewhere along Tropicana.

Cab fare would be $18.32 along Tropicana with no waiting and before tip. I'm pretty sure that's what I'd take.

About $20+/- depending on how much tip you give.

It's a pretty fast and direct route once you're on Tropicana Ave.

Has "Uber" begun operating in Vegas?

They are significantly less expensive than taxi's in my SE Forida area, are cleaner, and arrive faster when called. From my experience using them, I'd endorse them over a taxi any time, any place.
