No, . . . and Yes.
From the Indiana Toll Road website :
"In 1951, the Indiana General Assembly passed legislation creating the Indiana Toll Road (ITR) Commission. Construction was completed and the Toll Road opened to traffic in late 1956. The ITR stretches 157 miles across the northernmost part of Indiana from its border with Ohio to the Illinois State Line."
"The ITR [had] been operated by the Indiana Department of Transportation (INDOT). In 2005, Governor Mitch Daniels. proposal to lease the Toll Road was deliberated and enacted into law by the Indiana General Assembly. On January 23, 2006, Statewide Mobility Partners LLC (SMP), a limited liability company between Cintra Concesiones de Infraestructuras de Transporte SA (Cintra) and Macquarie Infrastructure Group (MIG), was awarded the project with a bid of 3.8 billion US dollars."
"SMP formed the ITR Concession Company LLC (ITRCC) to operate and manage the ITR during the 75-year lease term. SMP has a 10-member board of directors that oversees ITRCC and its operations of the Indiana Toll Road. ITRCC formally assumed the responsibility for all operating and maintenance of the Indiana Toll Road on June 29, 2006."
__So, No, the ITR is not the work of Governor Mitch Daniels; it is the work of the Indiana General Assembly in 1951.
__And, Yes, Governor Mitch Daniels initiated the transfer of the operation and maintenance of the ITR to a corporation in 2005.
DonDiego had once thought that the Interstate Highway System was supposed to not include toll roads, . . . but he has occasionally encountered them himself. The Federal Highway Administration (FHA) has conveniently listed these toll roads at the FHA website .
