__Who is responsible for whatever it is that he is complaining about?

Only guesses, but I'll take a shot. We create our own reality, for one thing.
Bodies in the street--Perhaps 1) homeless people, in which case Colin K has assets with which to contribute resources via numerous avenues; or 2) countries (not the USA) where war and famine prevail and despotic rulers massacre citizens en mass leaving them in streets to rot, in which case Colin K could direct some of his assets to missionary efforts in those countries.
People getting paid leave--Can only speculate Colin is angry at systems where police involved in a shooting are removed from street duty, with pay continuing until an investigation of the shooting is complete. Colin wants the officer(s) to suffer lack of pay regardless of fault or no fault. Whether he is concerned with the race of such officers is unknown.
O2bnVegas was very familiar with this type of system, whereby when a patient lodged a complaint against a nurse, that nurse was removed from duty WITH pay until investigation of the incident was complete. The rationale was to insure that in case the complaint turned out to be valid and disciplinary action would ensue, patients were protected from this presumably evil nurse. In our case, the accused nurse had the option of accepting a non-clinical thumb-twiddling assignment (with pay) or using their own "leave" (with pay) and staying home. As a manager of any nursing unit, it was quite detrimental to operations to have a nurse removed from the unit, since there was no replacement, and others had to take up the slack. Investigations could take months. O2bnVegas rode her staff hard to prevent behavior that would prompt a patient to complain, as staffing was tight as it was. One less nurse jeopardized patient welfare. Anyway, it is fair, IMO, to continue pay until the investigation is complete. O2bnVegas imagines that removal of a cop from duty, paid or unpaid, would be a similar burden to the remaining force and a risk to the citizenry due to fewer cops to protect them, white or black. But O2bnVegas does digress.
It would seem that Colin's options would be limited to attending City Hall meetings and submit his opinions. Or, he could consider how he would like to have his pay suspended if he failed to connect with a receiver, earned a penalty on a play, sustained an injury, etc.
As for "getting away with murder"--Colin needs to explain his own meaning. We can presume he is referring to black citizens killed by white cops, whether or not the action may have in fact protected other black citizens as well as white ones. Again, the investigation process is designed to sort out fact from fiction, and in the USA the myriad rules set about to "protect the innocent" can result in a protracted investigative process. Findings are (by law) not (or should not be) shared with the public in careless fashion (media), therefore it creates a perception that police, officials, etc., are "getting away with murder" before the truth is separated from fiction. And we all know how quickly fiction travels.
Whether or not Colin stands for the national anthem, he should set about to become more learned about things, and consider the privileges he has enjoyed in the country that he chooses to show disrespect for.
