The casinos are located in Clark County; the brothels are not. Prostitution is illegal in Clark County, but this prohibition would be meaningless (and impossible to enforce) if those services could be sold in Clark County but delivered elsewhere.
If not, we would routinely see these types of player rewards offered and advertised. In fact, the casinos would own brothels outside the County limits.
If KayPea's fantastic tangent was reality, any number of crimes would be excused if the entire crime was not commited within a single jurisdiction. In those Counties where prostitution is allowed, it is regulated, and probably unlawful unless the entire transaction occurs within that jurisdiction. For example, a "branch office" in Los Angeles would probably violate ordinances in the home County in Nevada, as well as Nevada State law.[/q
Your not understanding the entire deal. The casino just has to state that the limo was comped to the customer and what the customer did with the limo was out of their control. Businesses do this type of crap all day long and twice on Tuesdays and they stay out of trouble.
As PJ suggests, I am fairly sure if a whale wants a piece of tail the casinos can make it happen without ANY questions being asked. Remember, its not INTERSTATE commerce we are talking about here and as gambling IS the major draw to Nevada, and some guy named Goldman is your mayor. I don't think too many people are asking any questions.
