If KayPea's fantastic tangent was reality, any number of crimes would be excused if the entire crime was not commited within a single jurisdiction. In those Counties where prostitution is allowed, it is regulated, and probably unlawful unless the entire transaction occurs within that jurisdiction. For example, a "branch office" in Los Angeles would probably violate ordinances in the home County in Nevada, as well as Nevada State law.

A fine line here. The transaction does take place at the brothel. You could be sitting at a bar in Vegas and your buddy could say "Let's go out to the desert and I'll buy you a hooker". The buddy doesn't buy the hooker until you get to the brothel, but the promise of the hooker was made back in Clark county. Was a law broken?

I guess if you earned the comp in Clark county, but the actual payment was made at the brothel, then both sides would have good arguments. But I guess even if the casino won the legal battle, they could still be fined for participating in sinful activities.

There is no "fine line" here Kay Pea. There is a mile wide difference between "two buddies" at a bar and whether a Casino Company can get involved in this transaction. Your analogy is absurd. I suggest that you call your "host" and ask if this can be arranged. I am sure you will get the "official" answer. What can be done "under the table" will be determined later.
On the record, I'm sure casinos will tell you they object to the very idea of such a service.

Off the record, I'm positive the resort concierge has all kinds of contacts with STD-free ladies (Elliot Spitzer quality) that make themselves available to the whales.

Your not understanding the entire deal. The casino just has to state that the limo was comped to the customer and what the customer did with the limo was out of their control. Businesses do this type of crap all day long and twice on Tuesdays and they stay out of trouble.

As PJ suggests, I am fairly sure if a whale wants a piece of tail the casinos can make it happen without ANY questions being asked. Remember, its not INTERSTATE commerce we are talking about here and as gambling IS the major draw to Nevada, and some guy named Goldman is your mayor. I don't think too many people are asking any questions.
