Transport the homeless poor residents of Las Vegas to the the most welcoming city in the United States, . . . where just about any behavior one can imagine is tolerated: Human Wasteland.

At least The Strip would be free of the dangers of underage alcohol consumption and unregulated water sales.

Which is why it is necessary to determine to whom the reporting should be made, if one is so inclined. The hotels aren't motivated (and they don't even own the bridges, do they?). Truthfully, how many beer sales are they being deprived of in the big picture? The cops might respond in nice weather (I saw two bicycle cops empty a curb seller's water bottles one by one outside the Cosmo last spring). But the ABC (or whatever it is called in Nevada) might be moved take action, but only if they get a lot of complaints from...somebody? The perps don't exactly stay in one location for very long. I crossed the Caesars/Bellagio bridge several times last week and didn't see any liquids being sold, only a couple of guitar strummers and one or two with poor me signs and a cup.

I figure the beer/water are stolen.

I think the caps on the water bottles are loose. They probably do not have anything else to loose.
