ON TV was really a scrambled UHF channel whereby you needed a descrambler box and had to subscribe to the service. It was in the mid to late 70's. They would show R rated movies and boxing matches. I can remember watching on TV at home, where my parents did not have ON TV, but seeing an occasional booby on a scrambled screen. Cable quickly took over after ON TV.
That is the train crash. It looks like one of the cars several cars back either derailed or something went off causing it to derail. It caused the rest of the train to go off the track.
