The result was the end of the Cold War, a significant reduction in nuclear weaponry, and eventually the breakup of the Soviet Union and the reunification of Germany. For example, under the Intermediate-Range Nuclear Forces Treaty [INF] by 1991, 846 INF nuclear warheads had been destroyed by the U.S. and 1,846 by the Soviet Union.
Under The Obama and Secretary of State Clinton things have been going the opposite way. In 2013 former defence minister Sergei Ivanov, then presidential chief of staff, said of the treaty: "We are fulfilling it, but it can't last forever." In 2014 reports surfaced that Russia may "walk out of the treaty".
Things change.
