Why do I not beleive that? Because that would open the dept up to a boatload of lawsuits...
Baltimore has paid out over $5 million in the last five years. And here's half a billion in all flavors of police misconduct in Chicago alone.

Oh yea, that explains it. How many of those payouts were from slipping on banana peels..or hanging themselves with shoelaces..or..slitting their throat with fingernail clippers..or..or.. I know there's many lawsuits that go on(which I despise, the absurd ones anyway) but to imply that everyone that gets thrown into a paddywagon is not secured is absurd IMO. The Maryland officials responsible for charging the 6 officers with murder were in such a hurry that they "accidentally" charged an elementary school cafeteria manager and a plumber, with similar names to two of the officers, with the crimes.

When questioned, . . . "the Baltimore Sheriff's Office, which assisted the Baltimore State's Attorney's Office in charging the officers, declined to comment and referred questions to prosecutors, who could not immediately be reached."

Total government incompetence.
