mal, the stores would never ever stop selling convenience items. Why open up if they won't sell items that the public wants? never going to happen.
As for the new brand of stores that allow people to sit and have coffee or eat, FYI this safeway store is slated for closing within the next 6 months. There is a new Safeway complex being built a block away which is designed like the new "internet" or coffee shop type of place with banking and other stores in the same complex. No internet but similar to a coffee shop atmosphere where you can come in and eat and chat. I remember a similar safeway complex does have something that says that customers should pay for items before consuming in the dining area.
Too bad as I like the old supermarket atmosphere but not as much into the new type of stores coming out. I'm not one to linger around, rather just pick up my stuff and be on my way.
Your #1 has some merit, it will serve notice to the public that they are watching and so do not shoplift and it causes less embarrassment for the thief, they can claim they forgot and pay for the item and the cops don't have to be called. The only problem with your idea is that normally when someone gets caught they are then searched for other theft items, how are you going to know that the perp didn't steal other things when you don't search them? While this particular incident could have been an honest mistake, your #1 might open up more problems in the future. I think others would then steal things and a "sandwich" item and when caught leaving would just pay for the sandwich while making off with other stuff, the sandwich could just be used as a ruse.
I think like others feel on this board, the rules are just fine, don't eat something you didn't pay for. that's how I was raised and it worked fine for me all these years. I think we need to stop coddling people and set examples so others know what happens if you do steal. people then might be more inclined to not forget to pay for items.
