The extra fees and taxes on rental cars vary widely depending on the city. Consolidating (most) rental car companies into one facility at McCarran added multiple fees to the cost of renting cars. The city/county owned facility cost a lot of money to build. Shuttles that used to be owned and provided by the individual companies were replaced with city/county owned buses and staffed with city employees. Those things significantly added to the fees and taxes on rental cars, a move that was not necessary unless increasing cash flow to the city/county trumped what was an efficient rental car system.
