There was negotiating behind the scenes on this and Kraft did not want something to happen in the appeals meeting. I hope we hear more. I also wonder if Goodel made any kind of deal to restore some of Brady's suspended games. With a super bowl contender, the Pats don't want to start 1-3 or 0-4.

Part of the penalty was because the NFL's independent investigator was convinced the charges were true.

A portion of the penalty was because Brady and the Patriots did not fully cooperate as they promised. Tom did not allow his texts to be reviewed by a third party (His own agent). The Patriots did not allow one of the equipment managers to be interviewed a second time.

I imagine a portion of the penalty was because it's the second time they were caught in a cheating scandal.

Put it all together and 4 games, a million bucks and 2 draft picks is a bargain. I don't think any of it gets reduced.
