Speaking for the flat lake boating community, I can say the police could cite most of us if they want. Also, if the wind is wrong, boats are tricky to land alone even when you're sober.
Our county lake patrol consists of senior officers who are happy to have boat duty and are not inclined to give citations even if boaters are violating one rule or another. Safety is their main concern. Las Vegas police have shown a similar level of tolerance if one can believe the reality show. Wonder what the prevailing attitude is on Lake Mead. All the same, like seeing an open container, difficulty landing a boat is prima facie evidence and is hard to ignore even if the officer is inclined to.
