Looks like the sands picked madrid for its' possible Vegas style destination. Interesting one of the laws they want changed is to allow smoking. It's hard to say if this thing will ever get off the ground, Sands only wants to put up %35 with the rest in whatever,whoever comes up with the rest. With the debt crisis going on in Spain might be a tough row to hoe, there's not tons of cash floating around like there was in the far east.
