From the ground up is a big, big maybe. The AP report does not correctly follow or quote Stevens. In his press release and subsequent live interview he said that there were no immediate plans and that many engineering and architectural inspections needed to be made. (Rumors are that there is a team hired and doing so). If one were to "read between the lines" the more likely scenario is that they don't even know what they are going to do with the property yet. Stevens gave no time table or even hint other than it will be a top notch property.
