What Mr. Hastert is accused of is withdrawing large amounts of money from his own bank account in increments under $10,000 to avoid his bank issuing a Currency Transaction Report, required for transactions exceeding $10,000. This is called "Restructuring".

n.b. The Law encourages banks to report transactions for sums less than $10,000; this is pr'bly why Mr. Hastert got noticed.
DonDiego finds this Government interest in
how, f'rinstance, DonDiego withdraws money from his own accounts intrusive. But apparently most people like it. DonDiego prefers smaller Government with less power; apparently most people prefer the Government have ever-greater power.
By the way, to increase the Government control economists and bankers, . . . nowadays bankers and Government banking-regulators are pretty much indistinguishable from one another, . . . are suggesting abolishing cash altogether. Then the Government, and the bankers, will know exactly what everyone is doing with every digital-penny he spends.

I really don’t give a crap about the withdrawing your own money thing. I don't think it should even be a crime. To me the bigger issue is how did Republicans come to appoint a sexual predator to be their leader? Then there is Hastert’s connection to the Mark Foley case and how upon learning of Foley’s sexual misconduct with young people he covered it up. Throw Josh Duggar in there with his numerous social media pictures that depict him cavorting with 2016 Republican Presidential candidates and other party luminaries. The Republican Party seems to have a pedophile problem or at the very least doesn’t take sexual abuse of kids very seriously.
Chilcoot beat me to it but here it is:
The LA Times is reporting that the misconduct in question was the sexual abuse of a male minor.

Asked why Hastert was making the payments, the official said it was to conceal Hastert’s past relationship with the male. “It was sex,’’ the source said. The other official confirmed that the misconduct involved sexual abuse.
