Why did Ted Cruz vote against the Hurricane Sandy "emergency" relief package?

Ted Cruz was critical of the emergency relief for the Northeastern states because only 30% of the authorized funds would be spent in the first 20 months, and over a billion dollars would be spent as late as 2021. It's not 'emergency relief' if it's taking almost 10 years to spend it; it's just pork. Even Politifact conceded that the Hurricane Sandy emergency relief bill contained billions of dollars that had nothing to do with emergency relief.
