Guess who this might be?

Here are a few clues:

1. He is deceased
2. If he was alive he would probably be in prison or have died in prison
3. If he is this person he was told the statute of limitations had run out and the FBI wouldn't prosecute him
4. If he is this person, he is an icon, and people still have fun with his name and what he is famous for.
5. It is not Evil Kneivel (Sp?)

Would it be D. B. Cooper?

This is the new lead the FBI is investigating. The story was in the news a couple of days ago.

1 and 2, we don't know if he's alive OR dead.
3. couldn't prosecute him, not wouldn't.
