Been all over in vegas on Halloween.
Staff, not so much but cocktail waitresses often do slutty wicked angels, devils or kitties ears.
I was on the strip in 2 or 3 places and then at GVR

I'd say 15/25% of tourists dress but more that night than day- local younger folks show up.

I saw Men in Black or Mormans..(take your pick)
I saw over the top tall guy in full Twisted Sister Dee Snider gear w/ long curley blond white wig- red guitar/ fingerless gloves trashy chic.. IN the MIDDLE of Harrah's daytime ..no less/lol
I wore a Dead Kennedys t-shirt and tons of staff and younger people acknowledged it all day and night.
Halloween can be a 3 day weekend in Las Vegas Great people watching

IMHO, Food around Christmas time is an excuse for them to raise prices.. and they do.
We are often in Vegas on Halloween. Fremont Street usually celebrates it big time with bands, Halloween themed light show, and tons of people in costume. The Strip tends to be more geared towards the events in the nightclubs as far as costumes go. You'll see some staff dressed up in the Strip casinos, and of course some tourists, but not nearly as much as you might expect. As a special event night, it isn't the big deal you would think it would be, all things considered. But it's still fun to watch for a few hours!
We were there in 2008 , the week bedore halloween. We left but like 3 days prior the strip at night was crazy the closer it got. People were dressed in costume and some we preety tame and others were wild.
Wished we could have stayed to experance it, seems like we always have to leave when it was getting fun. Missed Bike week this year by 3 days.

I guess its kiinda related(i would do it). We saw a few billboards advrtising fright night at circus circus adventure dome. I heard it was pretty cool, and actually scary as heck. Sounds pretty cool to me.

One thing THAT will be the same is the "porn slappers" hindering your every move on the mid to south strip!
It can't be that much different downtown as the freaks now come out every night down there. I have seen everything from Ozzy to Kiss to Micheal Jackson and the woman with the huge boobs.

If you limit yourself to the Strip beware of VP paytables which are truly frightening...
