I don't remember two floors in the Hangover Suite. In the movie "The Hangover" they asked for a "villa" at the check in desk.
The "room" I toured in Caesars had two floors and a fancy staircase. Think it had a big piano, too.
When all else fails, go to Youtube. Now there is a Youtube video where the guy claims it is the Hangover Suite, but it looks more like the Rainman Suite.

I am referring to the suite that the hotel calls the Hangover Suite, not what you see in the movie. because Caesars does not have anything that they call a "Villa" and they probably did not accept the liability of having a tiger in their hotel, so the scenes fromt he movie where they are in the "villa" probably were not actually shot in Caesars palace and were definitely not shot inside the 2 story room that looks a lot like the suites they used to call Rainman but they now call Hangover
Here is a clip from the Rainman. You will need to advance to the 5:45 mark. I can't see evidence of two stories in the Hangover Suite, where I can definitely see it in Rain Man. There is a clip looking back at Tom Cruise in the suite. You see no bar to the left and you can see the upstairs.

I realize that rooms are remodeled, but I'm pretty sure that they are not the same room. I'm also sure that the guy who has a Youtube video whereby he claims he is touring the Hangover Suite, is actually touring the Rainman Suite. Video link here.
Now I know most of the Hangover filming took place on a set. I don't know if they walked into a real Caesar's Villa in that scene or if it was all a set with a view of the strip put in the background.
