The High Roller is in fact fully owned by Caesar's Entertainment. It is the centerpiece to the 550 million dollar investment they made in the LINQ promenade.
The LVA $10 off coupon is a pretty good one since it can be used at any time (excluding the happy hour tickets)....where others may be restricted to certain times.
I dont know for certain, but on my last visit, I was in the Brooklyn Bowl, which is part on the Linq, as well. The employees there told me they are not Harrahs employees, that Harrahs is only the landlord. Also present for the conversation was a guy wearing a High roller employee shirt who said he wished he was a Harrahs employee, that he'd get benefits if he was.
