It worked with the Reserve when they had the highest payouts in town, and could work for the Hooters locale. People wouldn't care how close the machines were, as long as they got the best payouts in town. I think it's the only way this place makes money. If they draw enough people there, it would help the bottom line for all venues. The restaurants and bars would pick up business as well as the coffee shop and their shows if they have any!
#1, How could they possibly make money with "cater to the locals and have high payouts on VP???" Have you been to Las Vegas? Do you know what Las Vegas is???
#2, It sounds as if you haven't even been to Hooters. Your idea is equivalent to making a silk purse from a sow's ear. This property simply wasn't designed, nor is it suitable, for the purpose you suggest. It has 700 guest rooms, but only 27,000 sq. feet of casino floor, roughly the same as Four Queens (but which now has Binion's 80,000 sq ft casino added). Compare Eastside Cannery, with only 200 rooms and 62,000 sq ft casino, and Sam's Town, with 650 rooms, but a whopping 120,000 sq ft casino.
