That's a good question. I've been up in a hot air balloon three times and bungee jumped out of it all three times. That balloon was tethered to a pickup truck and they wouldn't launch in a wind speed higher than 8 mph. That was also in an area that wasn't close to a major airport. Las Vegas airspace is pretty busy. A balloon pilot can regulate altitude but wind is out of their control.
