My comments related to the physical and psychological aspects of the walkways, and my perception that the walkways are hazardous. This hazard would apply even more to persons loitering there, irrespective of what they are doing or not doing. I.e. I suspect water bottle sellers on the walkways are subject to risks not faced by water bottle sellers elsewhere.
