Sounds like a feel good, waste money effort. People will still drive drunk and other will still drive like maniacs.

Tennessee has been doing this for a year now (compares to previous year too). Used to be every day on the fatalities, now its just on Friday...also shows motorcycle deaths too. Not much of a distraction as you should glance at them anyway.
