Las Vegas is 39th out of the 50 largest cities. Lake Woebegon is not part of the cohort group. Nor is, say, Barstow, for that matter.

Are they considering mental health?

Yes, but only for residents.

Number of dog parks figures into the calculation? Isn't the dog doing most of the exercising at a dog park?
