Of course biased wheels are supposed to be repaired. But a cooperative dealer working with confederates will be hard to discover.
There are actually dealers who have signatures. They don't do this intentionally, but it comes from picking the ball up and releasing it the same way each and every time. The casinos are now trying to counter this by having the dealer release the ball fast sometimes and other times release it slowly.
