IMHO, management recognizes that lonely Lion machine as a major attractor. They don't really want the jackpot to hit.
Imagine just how many people know about the game, and plan time during their visit to devote to taking their shot at the big one. For some, it may be one $3.00 spin, for others, $1K or more coin in. Is there any "regular" Vegas visitor reading this forum, or others, who does not take their shot most trips?
It is also my understanding, (I believe I read it on the internet so we know it must be true, <sic>) that the 'big' jackpot symbols have lined up in the past, just not during a maximum bet spin and therefor paying less. A whole lot less.
