Michigan gambling question

Does Michigan refund the tax that is withheld on W2G-level winnings to nonresidents?  I can't find a reliable answer on the Internet.

I am a resident of a state that has no state income tax.  I have encountered different policies on a refund to nonresidents of the taxes withheld on gambling winnings.
When provided with the proper paperwork, Louisiana will return the gambling withholdings to a nonresident.  Conversely, Mississippi will not.  What is the policy in Michigan?  
I will soon visit Detroit for the first time.  The answer to this question may influence my decision regarding at what level to play.

My experience probably won't be informative for Michigan, but here goes:

In years past my CPA drew up a state tax form for each state in which I won a jackpot and state tax was withheld. This was usually Mississippi (Tunica). I received a check from that state for a PERCENTAGE (not the whole amount) of what was withheld.

Later, I noticed that this process did not happen. I didn't think to ask the CPA about it.

Last year I finally asked, since I had withholding from Mississippi and Arkansas. My CPA said "they don't do that anymore", and to be honest I have forgotten her explanation.

So I can't swear that this applies to every state that withholds state tax from jackpot winnings. Just my own story.

The withholding hasn't been a huge amount. You can probably find out somehow what percentage they withhold in Michigan.
Michigan is in line with other states in withholding 4.25 percent of W2G winnings. Like I say, Louisiana will give that money back to a nonresident, provided proper documentation is provided. Mississippi does not give the withholding back. Just wondering what Michigan does.
