1. Life in Prison for a Felon in possession of a gun. No revolving door. It's really the felons with guns that are responsible for most of these murders...not the law abiding citizen with guns. Lock them up and throw away the key.
2. End the War on Drugs....and treat drug addiction as a public health issue, not a criminal justice issue. Remove the illegality of drugs and you remove a lot of the power of violent street gangs. Gangs thrive not because of drugs, but because of the money in illegal drugs.
3. Boarding School Vouchers for education. Baltimore spends $15,287 per student. Take the kids who want to learn out of those fucking slums and into private boarding schools across the nation. There are some good schools that charge less than $15K including room and board...We could have thousands more if we let parents choose that for their kids with all the money that's going into the rat hole of our failing inner city schools.
The best way (maybe the only way) to break the cycle of poverty is to get these kids out of their environment and into a place where they can learn and grow...and that's just not the slums of Baltimore ...We could turn their lives around for less money. Give the poorest the first shot at boarding school voucher programs. They need it the most. Better education means less crime.
4. Free birth control for the poor....and the more babies a welfare mom has, the less money she gets. Fewer unwanted babies means less crime.
5. End illegal immigration. We have our own poor people who need those jobs, and fewer workers means higher wages. Higher wages and more jobs mean less crime.

2) Agree with a caveat - decriminalize most drug offenses. Discourage via fines and withhold any government payments if fines are outstanding.
3) Good idea - but charter schools may be a good substitute
4) Doesn't Obamacare provide this already? People who don't want to won't use birth control. I see SNAP being increased when a woman has more children, but other subsidies should be decreased as they have more children and subsidies should increase if they can prove there is a father in the home.
5) Similar to #2 - steep fines for illegal immigrants. If caught, you pay a fine and your employer pays a much bigger fine. Path to "legal status" for those here x year or who have children born in the country for X years with a one time fee which is < than the fine to encourage people to do the right thing. These immigrants have no chance to EVER become citizens unless they serve in the military.
