Offering parents the choice of charter schools instead of inner-city public schools is better than no choice at all. The reason I suggested vouchered boarding schools for the least fortunate is the common argument against vouchers is that as long as the kids are in a crappy environment with irresponsible parents they are not going to succeed in public or charter schools.

My idea takes the most at risk completely out of that environment. For many that would be the best way out of the slums and into a productive life. It's worth a shot anyway. It's better than spending $15,000 a year for 10-12 years...ending up with an illiterate drop out...and then spending another 20K a year to keep that kid incarcerated or impoverished for the rest of his likely short adult life.

Here's one. Impoverished women under 30...Get a $3500 check or a free year of college for every year they don't have a baby. Hey...It's cheaper than her bringing an unwanted, unaffordable baby into the world...a lot cheaper....probably cheaper than just the delivery.

And then they expel kids at double the rate of regular public schools. And they end up with better behaved students and, amazingly enough, higher test scores. Pure genius, huh? Oh, and families that apply months in advance for charter schools are a very different population than the apathetic ones that don't give a shit, aren't they?

But for the dim bulbs who think that correlation is causation, this just in: Kids who ride to school in luxury cars get higher test scores than those who ride the bus. It must be the leather, right?

Perhaps if the "regular public schools" expelled/suspended more violators their students would also demonstrate better behavior and higher test scores. Those not suspended would get a better education.
