Basically, this is the subsidy you get when you by a silver plan that caps your co-pay and deductibles if your income is at a certain level. In other words, someone making say 25k a year could get hit with out of pocket costs of 25k-30k if they suffered a major injury or catastrophic illness instead of the $1,200 to $2,500 they do now. The article says 7 million people have plans like these.

It's the sort of thing that happens when one party is frantically trying to pass a bill with a 100% partisan vote.
And it is based upon the Separation of Powers enumerated in the Constitution, i.e. a President cannot spend money not appropriated by Congress.

But they just had to pass the bill to find out what was in it....
