Not in my opinion. It's a cesspool of shit. Sure, the locals are nice to the tourists.
Big city=Big problems.
I was robbed at gunpoint. That can happen in any city. Even Seattle.

Every city has it's problems. Bigger the better.
NICE? Small towns. Actually, most people are quite nice. I am.
Friendly,helpful and courteous.
Not angry,fearful and thoughtless robbers/theives and other loathing human traits.
Attitude is the key. Trust no one and you will be fine. Keep your guard up until you feel comfortable.
Most peope are a pretty good judge of other people.
Body posture and gestures/friendliness.
Just pay attention.

I was born in New York City in 1940. I grew up there, met my wife there, we had children there. It became to dangerous there so we moved to New Jersey in 1968. It's not a city that is friendly, it's people. You can find friendly people in any city or town in the world.
