The problem is this is a tax on the least well off on the country. Federal Personal Income Tax rates are at an all-time low, and so are effective corporate tax rates. It is unconscionable to suggest that we expect the working poor and middle class to fund road repair when upper income earners and corporations have gotten massive tax cuts over the last 15 years or so.

California has let the voters vote on propositions for added gas taxes, where the proceeds are to go to roads. The democratic legislature then stole the funds to pay for other state items.
