Yes, . . . it's that time of year when health insurance providers propose their premium costs for the next year.

The first two states to release insurers' premium proposals for next year hint suggest that individual insurance premiums could rise by as much as one-third. In Oregon, the steepest requested rate hike is from Moda Health Plan, which wants to raise individual plan premiums by 32.3 percent. In Virginia, five of the biggest insurers are asking for increases of 9.4 percent to 37.1 percent for individual policies, according to Virginia's Daily Press.

The proposed rate hikes follow an average increase of 8 percent for 2016, and are being driven by some of the same factors: higher pharmaceutical costs and sicker-than-expected patients. On Wednesday, the health insurer Humana (HUM) said it may exit some state ACA health insurance exchanges "to retain a viable product."

That echoes UnitedHealth Group's decision earlier this year to pull back from selling insurance plans through the ACA in most of the states where it had offered its services.

Major victory for GOP challenge to Obamacare funding of out-of-pocket costs

Obamacare was hit with a potentially damaging blow Thursday.

A federal judge has ruled that the Obama administration isn't authorized to reimburse insurers on Obamacare marketplaces for billions of dollars worth of subsidies given to millions of health plan customers to help pay their out-of-pocket medical costs.

The ruling, if ultimately upheld, threatens to destabilize the market for individual health insurance plans, according to a leading Obamacare expert.

Judge Rosemary Collyer's ruling, which she immediately stayed pending an expected appeal by the administration, came in response to a lawsuit filed by the Republican-controlled House of Representatives against the administration for spending that money without congressional authorization.

At stake is more than $150 billion expected to be paid to insurers over the next decade.

If Collyer's ruling in House v. Burwell is ultimately upheld by a higher court, it would mean that many customers of Obamacare exchanges would continue receiving subsidies from insurers to lower their out-of-pocket health costs — but leave the insurers without any reimbursement from the federal government.

That, in turn, could lead some insurers to either exit the Obamacare marketplaces, or to raise their premium prices significantly to compensate for their loss of expected money.

"This ruling could eventually increase health-care costs for as many as 7 million people with low and moderate incomes," tweeted Sara Collins, vice president for health-care coverage and access at the Commonwealth Fund.

"Ultimately, this could destabilize the marketplace resulting in higher premiums for everyone," Collins wrote.

More than half of the nearly 13 million customers on Obamacare exchanges currently receive the so-called cost-sharing reduction assistance as part of their health plans.

Which is EXACTLY why the Republicans brought the lawsuit. And won't DonDiego enjoy starting a new thread if that happens!

The Republicans brought the lawsuit because of a perceived violation of the Constitution by The Obama.

In their haste to pass the Obamacare Law at any cost by a 100% partisan vote the Democrats neglected to authorize funds for the Government subsidies. The Obama Has been spending Government funds which the Congress never authorized Him to spend.

It's a separation of powers thing; Congress must appropriate all Government spending. The President cannot spend monies the Congress has not authorized him to spend.

That is the reasoning behind the Court decision today. DonDiego finds it in accord withe Constitution; he hopes it stands. He cannot know if it will or not.

DonDiego has repeatedly stated his preference that all Laws be enforced; he also suggests the Constitution should never be violated.
