No, in large part it comes from the individual mandate. Magic money is what's used to pay for pre-existing conditions when you take away the mandate....like Republicans are discussing now. even dynamic scoring isn't helping them do the math on that idea.
Millions of people receive Obamacare government subsidies. This money comes from one person, and is handed to another person.

Is this concept really lost on some Liberals? Is this really considered "magic money" to some, and that no one has to pay these expenses.

obamacare costs more than expected, brings in less money than expected, less people than expected have signed up & the exchanges are going bankrupt

A guy that I considered (at the time) a gentleman and a friend once told me that all of my golf problems were due to LOFT . . . . Lack of Fricking Talent (he did not use the term fricking).

Correction on the ACA penalty - it is far more complicated than originally reported. What I reported earlier was correct for the status of Married Filing Separately - but not for other statuses. Apparently, MFS filers get no ACA subsidy so penalties only kick in when the cost of a plan is less than 8% of income. However, for all other statuses, you need to take into account the ACA subsidies, so people are subject to penalties if their income exceeds poverty level (~11,800 for a single filer).
