The primary reason to separate these fees is to prevent all of the Expedia, Travelocity, Orbitz, etc. from collecting a commission.
True. Many resorts charge you to park even if you are a guest - but not casinos.
And that gets to the broader point. I think MGM is officially making the move from being a casino-based resort to a recreational/spa resort that just happens to have a casino. Its probably indicative of the fact that they are getting substantially more revenue from non-gaming activity now.
It doesn't mean you have to like it. And it doesn't mean you cant boycott them. I am. For those of us who still see Vegas as a gambling destination this is a sad transition. Sorry, MGM, I don't like being charged to park so I can have the honor of losing my money in your casino that already has high limits, tight machines, lousy tables...and a worthless players club.
