Playing poker online is NOT illegal in many US states. It is the money aspect under the UIGIEA, that has created the current climate.
Basically, they government is after those "money launderers", the payment processors. Indictments against some of the owners was because they have knowledge of the wrongdoings and encouraged it.
Eventually, those with funded accounts will most likely be able to get their money back, eventually. When something similar happened to Netteller, it took about 18 months to "cash out". No reason for me to think it will be any quicker this time around, and perhaps slower.

There are many great poker news and information site, and several excellent forums. Those are probably much better places to get up to date information about the current state of affairs of online poker.

Yes, they are the free play area. However, unless they changed something, you should be able to play cash games.
2+2 is a good one, I'd also recommend railbirds.com and cardschat.com. Both are quite layed back sites, where 2+2 can get a bit harsh sometimes.
The current law tries to punish the banks and other sites that take in deposits and send back winnings to the states. Joe player is typically ok because they are after bigger fish, the poker companies.
