The Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) "prohibits gambling businesses from knowingly accepting payments in connection with the participation of another person in a bet or wager that involves the use of the Internet and that is unlawful under any federal or state law." It excludes fantasy sports games.
The UIGEA was added to the Security and Accountability For Every Port Act of 2006 (SAFE Port) in the Conference Report to reconcile the House and Senate versions of the Bill. The Law passed by the House of Representatives by a vote of 409-2 and by the Senate by unanimous consent on September 30, 2006, the day before Congress adjourned.
Those given most credit for passing the UIGEA were Representatives Jim Leach (R-IA) and Robert Goodlatte (R-VA) and Senators Bill Frist (R-TN) and Jon Kyl (R-AZ).
