House foundations are usually made to be deeper than the frost line and putting a room inside the foundation - a basement - comes cheap. But in Vegas, no frost line, skinny foundations, and no basement. Also caliche, a really hard rock that seems to be everywhere. Even Las Vegans who choose to put built-in pools in their back yards often buy caliche insurance, so that if they run into the stuff, they can unwind the construction without losing too much money. Nobody here digs any deeper than they have to.
